monday's close election. governor won by less than 20,000 votes. the largest field of candidates for mayor of chicago in half a century are off and running the. status of rahm emanuel is the big question, specifically his residency. julian crews is live now in pilsen with more on the story. >> good afternoon. this record field of 20 candidates is off and running. it's an all out sprint to the february election which is not that far away. but the spotlight now shifts to rahm emanuel and the all important residency issue that has the potential at least to derail his run for mayor. >> have i not seen anything that would suggest to me that he meet the requirement of the law. >> on the controversy surrounding rahm emanuel's residency status in chicago.
12:12 pm
davis saying the bottom line is the law has to be followed. critics say the law is crystal clear. a candidate to be mayor has to have lived here at least a full year before the election. emanuel who of course until recently was in washington in the barack obama white house owns a single family home on the north side but he has been renting it to this man, rob halpen, the businessman who in a i -- astonishing twist of fate to run for mayor. as tomorrow's hearing draws near, other candidates focus on the short campaign now officially underway with the record field. with an endorsement from former school ceo, gary chico is playing to his strength. standing in front of arouseco academy in pilsen, one of dozen of schools he helped build, gary chico says he is not focusing on rahm emanuel. >> i'm going to say for the record again today for the tenth time i am not going to
12:13 pm

12:14 pm
the challenges can be registered by the end of the month. a lot don't have enough significance. one is alderman bernie stone's son. he only had hundreds of signatures. that may have gone up. you will see people drop out. >> we have a republican running in this heavily democratic race. his name is rob halpen. does he have a chance? >> his credentials are that he lives in rahm emanuel's house and smokes cigars and is an industrial businessman. that's all we know. he will tell us he has no experience. he says it looks coincidental that he is running living in rahm's house. can i tell you what this is about? i'm putting it out there say this. in order to challenge rahm's residency which will happen in the coming days, what the lawyer wants to be able to do who says it's not paid by left meeks doing it for concerned go before a judge. only one person can live in that house. either halpen or rahm.
12:15 pm
judge, who is the candidate? i think that's an interesting pressure to say somebody has got to go. >> let's talk about that residency requirement. have to be here for a year. rahm says he owned the house, had every intention of coming back to it. what are the chances this may really impact him negatively. >> arguments both ways. here is the bottom line. the one that says hes has 90,000 signatures. that doesn't keep you on the ballot. what does keep him on the ballot i believe is going to be the fact that he answered a call of national service. >> sort of like the military draft. >> exactly. if someone is off to afghanistan and want to run are we going to look at that service person, you weren't here, i don't think so and it does. and he didn't go off to say i took a job somewhere. he served at the pleasure and order of the president and that counts. >> let's talk about the ballot spots. reverend meeks wants the last spot on the ballot. >> well, there is that big rush up front and we will have a lottery for those folks. the main candidatesuric the last? well, political science is clear and social science is
12:16 pm
clear. the best places to be on a ballot first and last. because when people go into the voting booth they can't bother with those 18 names that might be between them. they will look at top and bottom and odds are unless they are committed to somebody they will pick one of those. >> big surprises was roland burris. where did he come if? >> not a surprise to him but he didn't file. the friends of roland burris who filed. he is in on it. let's be honest. senator burris is a public servant and will run for anything if tossed his way. that's right. still room in the mausoleum. >> he didn't run for the senate seat because he was out of money. how could he run for mayor? >> you said it. he didn't run because he had no money. the question is will a mayoral run bring him money? the odds are probably not plus he has another factor. african-american vote. while i don't believe people vote just on race or nationality, there are now four essentially major african- american candidates in this thing and somebody has got to
12:17 pm
sort of align here and pull out the pressure to make it work. >> one african-american is not in it is sandi jackson. what happened? she was touted as candidate. >> and she did file. she has until monday to decide. either run for alderman or city clerk. for city clerk she is running against state rep suzannah mendoza who wants that. can't predict what she will do but she has a safe aldermanic seat or has a bit of a challenge if she goes for city clerk. you have to be ready to give up public service if you are willing to go for something you may not win. i think she may stay put. we will see. as far as the mayor's race, too much pressure and too much pressure on the jackson family. going away and quieting down and it will come back if she put her name. that's what we are talking about. thank you for a concise wrap-up. >> and we will be seeing you a lot in the coming weeks. >> just beginning. >> well, major break through being announced in the fight against aids. >> and another recall involving
